CITY OF WILDWOOD Cape May County, New Jersey RESOLUTION A RESOLUTION AUTHORIZING THE AWARD OF A PROFESSIONAL SERVICES CONTRACT WITH DEBLASIO & ASSOCIATES TO PROVIDE PROFESSIONAL ENGINEERING AND GRANT APPLICATION SERVICES FOR SANITARY SEWER AND WATERMAIN IMPROVEMENTS-PHASE 4 NJ INFRASTRUCTURE BANK APPLICATION - FY2026 DRINKING WATER WHEREAS, the City of Wildwood (the city), has a need to perform various water, sewer and roadway restoration improvements requiring survey, engineering, Grant and regulatory permitting services; and WHEREAS, the City received a proposal from DeBlasio & Associates (hereinafter DeBlasio), annexed hereto and incorporated by reference herein, for Professional Engineering and Grant Application Phase Services for Sanitary Sewer and Watermain Improvements - Phase 4 NJ Infrastructure Bank Application (NJIB) FY2026 Drinking Water Application; and WHEREAS, the City has a need to acquire such professional engineering services as a Non-fair and Open Contract pursuant to N.J.S.A. 19:44A-20.5; and WHEREAS, the City desires to enter into a Professional Service Contract with DeBlasio for Professional Engineering and Grant Application Services in connection with the Sanitary Sewer and Watermain Improvements, Phase 4, NJ Infrastructure Bank Application (NJIB) FY2026 Drinking Water Application, for an amount not to exceed Seven thousand Dollars and No Cents ($7,000.00); and WHEREAS, the Chief Financial Officer for the City of Wildwood has certified as to the availability of funds; and WHEREAS, it is incumbent upon DeBlasio to submit a Business Entity Disclosure Certification which certifies that the contractor has not made any reportable contributions to a political or candidate committee in the City of Wildwood in the previous one year, and that the contract will prohibit the contractor from making any reportable contributions through the term of the contract. NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the City of Wildwood, County of Cape May, State of New Jersey as follows: 1. That the provisions of the above preamble of this Resolution are hereby incorporated herein, by this reference, as if set forth at length. 2. CITY OF NORTH WILDWOOD, COUNTY OF CAPE MAY, NEW JERSEY ORDINANCE NO. 1991 AN ORDINANCE AMENDING CHAPTER 126, ANIMALS, REGARDING THE LICENSING OF DOGS AND CATS IN THE CITY OF NORTH WILDWOOD BE IT ORDAINED, by the Council of the City of North Wildwood in the County of Cape May, State of New Jersey, as follows: Section One. The portion of Ordinance No. 490-A, adopted on December 6, 1966, that has been codified at 126-14 of the Code of the City of North Wildwood, is hereby amended so as to henceforth read as follows: 126-14. Annual dog license fee. The annual dog license fee and renewal thereof is hereby fixed at $3.80, not including any fees imposed by the State of New Jersey. Section Two. The portion of Ordinance No. 968, adopted on August 4, 1987, that has been codified at 126-25 of the Code of the City of North Wildwood, is hereby amended so as to henceforth read as follows: 126-25. Definitions. ANIMAL CONTROL AUTHORITY Any person or agency designated or certified by the State of New Jersey to enforce the provisions of this article. CAT Any member of the domestic feline species, male, female or altered. CATTERY Any room or group of rooms, cage, or exhibition pen, not part of a kennel, wherein cats for sale are kept or displayed. NEUTERED Rendered permanently incapable of reproduction as certified by a licensed veterinarian. OWNER When applied to the proprietorship of a cat, shall include every person having a right of property (or custody) in such cat and every person who has such cat in his/her keeping, or who harbors or maintains a cat or knowingly permits a cat to remain on or about any premises occupied by that person. PERSON Any individual, corporation, partnership, organization, or institution commonly recognized by law as a unit. Section Three. The portion of Ordinance No. 968, adopted on August 4, 1987, that has been codified at 126-26A of the Code of the City of North Wildwood, is hereby amended so as to henceforth read as follows: A.Vaccination requirements. No person shall own, keep, harbor, or maintain any cat over seven months of age within the City of North Wildwood, unless such cat is vaccinated. The provisions of this section do not apply to cats held in a cattery, or those held by a state-or federal-licensed research facility, or a veterinary establishment where cats are received or kept for diagnostic, medical, surgical or other treatments, or licensed animal shelters, pounds, kennels or pet shops. Section Four. The portion of Ordinance No. 968, adopted on August 4, 1987, as amended, that has been codified at 126-27 of the Code of the City of North Wildwood, is hereby repealed in its entirety and 126-27 shall henceforth be designated as Reserved for future use. Section Five. If any portion of this Ordinance is determined to be invalid by a court of competent jurisdiction, that determination shall have no effect upon the remainder of this Ordinance, which shall remain valid and operable. Section Six. All Ordinances or parts of Ordinances inconsistent with this Ordinance, to the extent of such inconsistencies only, be and the same hereby are repealed. Section Seven. Annual dog license fee. The annual dog license fee and renewal thereof is hereby fixed at $3.80, not including any fees imposed by the State of New Jersey. Section Two. OWNER When applied to the proprietorship of a cat, shall include every person having a right of property (or custody) in such cat and every person who has such cat in his/her keeping, or who harbors or maintains a cat or knowingly permits a cat to remain on or about any premises occupied by that person. PERSON Any individual, corporation, partnership, organization, or institution commonly recognized by law as a unit. Section Three. The portion of Ordinance No. 968, adopted on August 4, 1987, that has been codified at 126-26A of the Code of the City of North Wildwood, is hereby amended so as to henceforth read as follows: A.Vaccination requirements. No person shall own, keep, harbor, or maintain any cat over seven months of age within the City of North Wildwood, unless such cat is vaccinated. The provisions of this section do not apply to cats held in a cattery, or those held by a state-or federal-licensed research facility, or a veterinary establishment where cats are received or kept for diagnostic, medical, surgical or other treatments, or licensed animal shelters, pounds, kennels or pet shops. Section Four. The portion of Ordinance No. 968, adopted on August 4, 1987, as amended, that has been codified at 126-27 of the Code of the City of North Wildwood, is hereby repealed in its entirety and 126-27 shall henceforth be designated as Reserved for future use. All comments received by November 12, 2025 will be considered by the Borough of Wildwood Crest prior to authorizing submission of a request for release of funds. RELEASE OF FUNDS The Borough of Wildwood Crest certifies to the NJDCA that Don Cabrera in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to environmental review process and that these responsibilities have been satisfied. NJDCAs approval of certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Borough of Wildwood Crest to use Program funds. OBJECTIONS TO RELEASE OF FUNDS NJDCA will accept objections to its release of funds and the Borough of Wildwood Crests certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the certifying officer of the Borough of Wildwood Crest; (b) the Borough of Wildwood Crest has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR 58 before approval of a release of funds by NJDCA; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. CITY OF WILDWOOD Cape May County, New Jersey RESOLUTION A RESOLUTION AUTHORIZING THE AWARD OF A PROFESSIONAL SERVICES CONTRACT WITH DEBLASIO & ASSOCIATES TO PROVIDE PROFESSIONAL ENGINEERING AND GRANT APPLICATION SERVICES FOR SANITARY SEWER AND WATERMAIN IMPROVEMENTS-PHASE 4 NJ INFRASTRUCTURE BANK APPLICATION - FY2026 DRINKING WATER WHEREAS, the City of Wildwood (the city), has a need to perform various water, sewer and roadway restoration improvements requiring survey, engineering, Grant and regulatory permitting services; and WHEREAS, the City received a proposal from DeBlasio & Associates (hereinafter DeBlasio), annexed hereto and incorporated by reference herein, for Professional Engineering and Grant Application Phase Services for Sanitary Sewer and Watermain Improvements - Phase 4 NJ Infrastructure Bank Application (NJIB) FY2026 Drinking Water Application; and WHEREAS, the City has a need to acquire such professional engineering services as a Non-fair and Open Contract pursuant to N.J.S.A. 19:44A-20.5; and WHEREAS, the City desires to enter into a Professional Service Contract with DeBlasio for Professional Engineering and Grant Application Services in connection with the Sanitary Sewer and Watermain Improvements, Phase 4, NJ Infrastructure Bank Application (NJIB) FY2026 Drinking Water Application, for an amount not to exceed Seven thousand Dollars and No Cents ($7,000.00); and WHEREAS, the Chief Financial Officer for the City of Wildwood has certified as to the availability of funds; and WHEREAS, it is incumbent upon DeBlasio to submit a Business Entity Disclosure Certification which certifies that the contractor has not made any reportable contributions to a political or candidate committee in the City of Wildwood in the previous one year, and that the contract will prohibit the contractor from making any reportable contributions through the term of the contract. NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the City of Wildwood, County of Cape May, State of New Jersey as follows: 1. That the provisions of the above preamble of this Resolution are hereby incorporated herein, by this reference, as if set forth at length. 2. That the contract is hereby awarded DeBlasio & Associates of Wildwood, NJ for Professional Engineering and Grant Application Services for Sanitary and watermain Improvements Phase 4 NJ Infrastructure Bank Application FY2026 Drinking Water Application in the City of Wildwood, as set forth in the annexed Exhibit A, incorporated by reference herein, for an amount not to exceed Seven Thousand Dollars and No Cents ($7,000.00). 3.
