CITY OF WILDWOOD Cape May County, New Jersey RESOLUTION A RESOLUTION AUTHORIZING A CONTRACT FOR ACTUARIAL SERVICES FOR THE CITY OF WILDWOOD BEACH PATROL PENSION PLAN WHEREAS, the City of Wildwood (the City) has need for actuarial services with regards to its Beach Patrol Pension Plan Actuarial Valuation; and WHEREAS, RAE Group, LLC (hereinafter RAE) has submitted a proposal to the City outlining the scope of work necessary to perform the project, annexed hereto and incorporated by reference herein, in an amount not to exceed Twelve Thousand ($12,000.00) Dollars; and WHEREAS, the Local Public Contracts Law, N.J.S.A. 40A:11-5(1)(a)(i), provides for the award of professional services without engaging in the bidding process to a person(s) authorized by law to practice a recognized profession; and WHEREAS, the City has reviewed the proposal and determined to award a professional services contract to RAE for the services outlined therein as a non-fair and open contract pursuant to Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.; and WHEREAS, RAE has completed and submitted a Business Entity Disclosure Certification which certifies that said entity has not made any reportable contributions to a political or candidate committee in the City of Wildwood in the previous one year, and that the contract will prohibit it from making any reportable contributions for the term of the contract; and WHEREAS, the City CFO has certified as to the availability of funds. CITY OF WILDWOOD Cape May County, New Jersey RESOLUTION RESOLUTION APPROVING THE PURCHASE OF A CCTV CAMERA SYSTEM CLOUD SERVER WHEREAS, the Department of Police (Department) recommends that the City of Wildwood (the City) procure a CCTV Camera CLOUD SERVER system for the City; and WHEREAS, the Department has researched vendors and determined that the sought-after equipment may be procured through a nationally-recognized and accepted cooperative purchasing contract between Omnia Partners and Bluum Technology; and WHEREAS, pursuant to N.J.S.A. 52:34-6.2b.(3) (as amended by P.L. 2011, c.139) and LFN 2012-10, a New Jersey municipality may purchase goods and services without public bidding under the Local Public Contracts Law through the use of a nationally-recognized and accepted cooperative purchasing contract that has been developed utilizing a competitive bidding or contracting process by another contracting unit within New Jersey or another state; and WHEREAS, Omnia Partners is a regional organization of governments operating under the laws of the State of Tennessee and is a political subdivision of the State of Tennessee; and WHEREAS, the subject cooperative purchasing contract was awarded by Omnia Partners to Bluum Technology utilizing a competitive contracting process; and WHEREAS, also pursuant to N.J.S.A. 52:34-6.2b.(3) (as amended by P.L. 2011, c.139) and LFN 2012-10, prior to making purchases under nationally-recognized and accepted cooperative purchasing contracts, the municipality must determine that the use of the cooperative purchasing contract shall result in cost savings after all factors, including charges for service, material, and delivery, have been considered; and WHEREAS, the Department has determined that the Citys use of the Omnia Partners cooperative purchasing contract to procure the aforementioned equipment will result in cost savings to the City; and WHEREAS, consistent with the Omnia Partners cooperative purchasing contract and needs of the City, Bluum Technology has submitted a proposal to provide a CCTV Camera system CLOUD SERVER for the City for the sum of $103,114.06; and WHEREAS, the Chief Financial Officer has certified that sufficient funds are available for this purchase. BOROUGH OF AVAON CAPE MAY COUNTY, NEW JERSEY BAY PARK MARINA LIVING SHORELINE IMPROVEMENTS CONTRACT NO. M-143 NOTICE TO BIDDERS NOTICE is hereby given that sealed bids will be received by the Borough of Avalon (hereinafter called the Owner) for: BAY PARK MARINA LIVING SHORELINE IMPROVEMENTS CONTRACT NO. M-143 Sealed bids for the above named Contract, which comprises the construction of living shoreline improvements, within the Borough of Avalon, Cape May County, New Jersey (Owner), will be received by the Borough Treasurer, Borough Hall, 3100 Dune Drive, Avalon, New Jersey 08202 on Wednesday, August 27, 2025 at 2:00 p.m. prevailing time, at which time they will be publicly unsealed and the contents publicly announced. The work includes the furnishing of all labor, materials and equipment necessary to complete the work as shown on the Drawings and as described in the Specifications. The work consists of the demolition of existing site features and construction of a living shoreline inclusive of marine mattress, soil, plantings, oyster castles, coir logs,and site restoration. The work is generally located waterward of the newly constructed Bay Park Marina bulkhead and flood wall, starting just south of the new boat ramp and extending south to just north of the 57th Street beach. All work shall be conducted in accordance with the State and Federal permits and as described in the contract specifications or as shown on the drawings. The work shall be completed within 210 calendar days of the Contractors receipt of written Notice to Proceed. No bid will be received unless in writing on the forms furnished, and unless accompanied by bid security in the form of a bid bond, cashiers check, or a certified check made payable to the Borough of Avalon in an amount equal to 10% of the amount of the total bid, but not exceeding $20,000. The bid shall be accompanied by a Certificate of Surety on the form included in the Contract Docu-ments, from a surety company licensed to do business in the State of New Jersey, which shall represent that the surety company will provide the Contractor with the required bonds in the sums required in the Contract Documents and in a form satisfactory to the Owners Attorney and in compliance with the requirements of law. Bidders must use the prepared bid form which is contained in the Contract Documents. All Bid Proposals shall be either mailed or dropped off in person at the Borough Hall, 3100 Dune Drive, Avalon, NJ 08202 in a sealed envelope with the bidders name and address and clearly marked on the outside of envelope with the contract name, number and the name and address of the bidder that is submitting the proposal. A Pre-Bid Conference will be held in the Borough Hall, Council Chambers 3100 Dune Drive, Avalon, New Jersey 08202 on Thursday, August 14th, 2025 at 2:00 p.m. prevailing time. CITY OF WILDWOOD Cape May County, New Jersey RESOLUTION RESOLUTION APPROVING THE PURCHASE OF A CCTV CAMERA SYSTEM CLOUD SERVER WHEREAS, the Department of Police (Department) recommends that the City of Wildwood (the City) procure a CCTV Camera CLOUD SERVER system for the City; and WHEREAS, the Department has researched vendors and determined that the sought-after equipment may be procured through a nationally-recognized and accepted cooperative purchasing contract between Omnia Partners and Bluum Technology; and WHEREAS, pursuant to N.J.S.A. 52:34-6.2b.(3) (as amended by P.L. 2011, c.139) and LFN 2012-10, a New Jersey municipality may purchase goods and services without public bidding under the Local Public Contracts Law through the use of a nationally-recognized and accepted cooperative purchasing contract that has been developed utilizing a competitive bidding or contracting process by another contracting unit within New Jersey or another state; and WHEREAS, Omnia Partners is a regional organization of governments operating under the laws of the State of Tennessee and is a political subdivision of the State of Tennessee; and WHEREAS, the subject cooperative purchasing contract was awarded by Omnia Partners to Bluum Technology utilizing a competitive contracting process; and WHEREAS, also pursuant to N.J.S.A. 52:34-6.2b.(3) (as amended by P.L. 2011, c.139) and LFN 2012-10, prior to making purchases under nationally-recognized and accepted cooperative purchasing contracts, the municipality must determine that the use of the cooperative purchasing contract shall result in cost savings after all factors, including charges for service, material, and delivery, have been considered; and WHEREAS, the Department has determined that the Citys use of the Omnia Partners cooperative purchasing contract to procure the aforementioned equipment will result in cost savings to the City; and WHEREAS, consistent with the Omnia Partners cooperative purchasing contract and needs of the City, Bluum Technology has submitted a proposal to provide a CCTV Camera system CLOUD SERVER for the City for the sum of $103,114.06; and WHEREAS, the Chief Financial Officer has certified that sufficient funds are available for this purchase. NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the City of Wildwood, County of Cape May, State of New Jersey, as follows: 1.The foregoing WHEREAS clauses are hereby incorporated as if fully restated. 2.A contract for the purchase of a CCTV CLOUD SERVER System for the City for the sum of $103,114.06 is hereby awarded to Bluum Technology without public bidding as permitted by law. 3.If required, the Mayor and City Clerk are hereby authorized and directed to execute an End User Agreement with Bluum Techonology pursuant to the terms of its nationally-recognized and accepted cooperative purchasing agreement with the Omnia Partners. M-143 NOTICE TO BIDDERS NOTICE is hereby given that sealed bids will be received by the Borough of Avalon (hereinafter called the Owner) for: BAY PARK MARINA LIVING SHORELINE IMPROVEMENTS CONTRACT NO. M-143 Sealed bids for the above named Contract, which comprises the construction of living shoreline improvements, within the Borough of Avalon, Cape May County, New Jersey (Owner), will be received by the Borough Treasurer, Borough Hall, 3100 Dune Drive, Avalon, New Jersey 08202 on Wednesday, August 27, 2025 at 2:00 p.m. prevailing time, at which time they will be publicly unsealed and the contents publicly announced. The work shall be completed within 210 calendar days of the Contractors receipt of written Notice to Proceed. No bid will be received unless in writing on the forms furnished, and unless accompanied by bid security in the form of a bid bond, cashiers check, or a certified check made payable to the Borough of Avalon in an amount equal to 10% of the amount of the total bid, but not exceeding $20,000. The bid shall be accompanied by a Certificate of Surety on the form included in the Contract Docu-ments, from a surety company licensed to do business in the State of New Jersey, which shall represent that the surety company will provide the Contractor with the required bonds in the sums required in the Contract Documents and in a form satisfactory to the Owners Attorney and in compliance with the requirements of law. Bidders must use the prepared bid form which is contained in the Contract Documents. (hereinafter DeBlasio) has submitted a proposal to the City outlining the scope of work necessary to perform the Project, annexed hereto and incorporated by reference herein, in an amount not to exceed Forty-Four Thousand ($44,000.00) Dollars; and WHEREAS, the Local Public Contracts Law, N.J.S.A. 40A:11-5(1)(a)(i), provides for the award of professional services without engaging in the bidding process to a person(s) authorized by law to practice a recognized profession; and WHEREAS, the City has reviewed the proposal and determined to award a professional services contract to DeBlasio for the services outlined therein as a non-fair and open contract pursuant to Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.; and WHEREAS, DeBlasio has completed and submitted a Business Entity Disclosure Certification which certifies that said entity has not made any reportable contributions to a political or candidate committee in the City of Wildwood in the previous one year, and that the contract will prohibit it from making any reportable contributions for the term of the contract; and WHEREAS, the City CFO has certified as to the availability of funds.
