CITY OF WILDWOOD Cape May County, New Jersey RESOLUTION A RESOLUTION RESCINDING RESOLUTION NO. 77-2-25 AND AWARDING A NON-FAIR AND OPEN CONTRACT TO MICHAEL P. CHAPMAN FOR UTILITY PROJECT MANAGEMENT WHEREAS, on September 11, 2024, the City of Wildwood (the City) authorized the award of a non-fair and open contract for professional services to Michael P. Chapman to provide part-time Utility Project Management Services by way of Resolution No.: 358-9-24; and WHEREAS, the City adopted Resolution No.: 77-2-25 at the February 12, 2025 meeting of the Board of Commissioners, which authorized the extension of the Contract; and WHEREAS, the extension of the contract should have been memorialized as a contract renewal for the 2025 contract year and was improperly identified as an extension; WHEREAS, the City seeks to continue to utilize the services of Michael P. Chapman for the current year and seeks to void for the former extension and memorialize a new contract; and WHEREAS, the total value of the agreement with Michael P. Chapman will exceed $17,500.00; and WHEREAS, Michael P. Chapman has completed and submitted a Business Entity Disclosure Certification which certifies that said entity has not made any reportable contributions to a political or candidate committee in the City of Wildwood in the previous one year, and that the contract will prohibit it from making any reportable contributions for the term of the contract; and WHEREAS, the Chief Financial Officer of the City of Wildwood has certified the availability of funds. NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners of the City of Wildwood, County of Cape May, State of New Jersey as follows:: 1.That the provisions of the above preamble of this Resolution are hereby incorporated herein, by this reference, as if set forth at length. 2.That Resolution No.: 77-2-25 is hereby rescinded and the contract extension awarded to Michael P. Chapman for professional services is hereby terminated. 3.That authorization is hereby granted to enter into an agreement with Michael P. Chapman, not to exceed Twenty-Eight Thousand ($28,000.00) Dollars for Utility Project Management services. 4.That the Business Disclosure Entity Certification and Determination of Value shall be placed on file together with this Resolution. 5.That the Mayor and City Clerk are hereby authorized and directed to execute the contract on behalf of the City, and to take all other actions necessary to effectuate the purpose thereof. BOROUGH OF WILDWOOD CREST COUNTY OF CAPE MAY STATE OF NEW JERSEY ORDINANCE NO. 1461 ORDINANCE OF THE BOROUGH OF WILDWOOD CREST AMENDING AND SUPPLEMENTING ARTICLE XIII OF CHAPTER 79 VEHICLES AND TRAFFIC, OF THE CODE OF THE BOROUGH OF WILDWOOD CREST TO REGULATE TRAFFIC SIGNALS WITHIN THE BOROUGH WHEREAS, the Board of Commissioners of the Borough of Wildwood Crest has determined that it is necessary and proper for the protection of life, health and property, the preservation and enforcement of good government and the general welfare, order and security of the municipality, to update, amend and supplement Chapter 79 of the Code of the Borough of Wildwood Crest to regulate the use of traffic signals within the Borough. NOW, THEREFORE, BE IT ORDAINED by the Board of Commissioners of the Borough of Wildwood Crest, in the County of Cape May, New Jersey, as follows: Section 1.Ordinance Number 605 adopted April 16, 1985 and codified in the Code of the Borough of Wildwood Crest at Section 79-8.3 is hereby amended as follows: (added language is underlined, deleted language is stricken) Section 2.ARTICLE XIII, entitled Traffic Control Signals, of Chapter 79, of the Code of the Borough of Wildwood Crest, is hereby deleted in its entirety and replaced with the following: ARTICLE XIII Traffic Control Signals 79-49. Traffic Control Signal A.All Traffic Control Signals shall be consistent with the current standards prescribed by the Manual on Uniform Traffic Control Devices for Streets and Highways, pursuant to N.J.S.A. 39:197(1)(e) as amend and supplemented.
