NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS July 9, 2025 City of Wildwood 4400 New Jersey Avenue Wildwood, NJ 08260 609-522-2444 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Wildwood. REQUEST FOR RELEASE OF FUNDS On or about July 25, 2025, the City of Wildwood (City) will submit a request to the NJ Department of Community Affairs (NJDCA) for the release of Community Development Block Grant (CDBG) funds to undertake the following project, pursuant to 24 CFR Part 58, Section 58.36: Removal of Architectural Barriers to Accessibility FY 2025 CDBG funding of $400,000 for the construction of an Americans with Disabilities Act (ADA)-compliant access ramp Project location: East Rio Grande Avenue and the Boardwalk, Wildwood, NJ Total estimated project cost: $480,000 The work to be carried out under this project is the construction of an ADA-compliant ramp from the beach to the Boardwalk at East Rio Grande Avenue and the Boardwalk in the City of Wildwood. The project is expected to be completed by December 2026. FINDING OF NO SIGNIFICANT IMPACT The City has determined that the above project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City, 4400 New Jersey Avenue, Wildwood, NJ, and may be examined or copied weekdays from 9:00 a.m. to 4:00 p.m. PUBLIC COMMENTS Any individual, group or agency may submit written comments on the ERR to the City of Wildwood, Clerks Office, Municipal Building, 4400 New Jersey Avenue, Wildwood, NJ 08260, or to lbrown@wildwoodnj.org. All comments received by July 24, 2025, will be considered by the City prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The City certifies to the NJDCA that Ernest Troiano, Jr., in his capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. NJDCAs approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Wildwood to use Program funds. OBJECTIONS TO RELEASE OF FUNDS NJDCA will consider objections to its release of funds and the City of Wildwood for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a)The certification was not executed by the Certifying Officer or other officer of the City of Wildwood. (b)The City of Wildwood has omitted a step or failed to make a decision or finding required by HUD regulation at 24 CFR Part 58. (c)The grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d)Another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to NJDCA at Small Cities Program, Division of Housing & Community Resources, PO Box 811, Trenton, NJ 08625. CITY OF WILDWOOD Cape May County, New Jersey RESOLUTION AUTHORIZING THE EXECUTION OF CHANGE ORDER NO. 4 FOR FRED M. SCHIAVONE CONSTRUCTION, INC. IN THE DECREASED AMOUNT OF $120,277.14 IN CONNECTION WITH BOARDWALK REHABILITATION PHASE VI WHEREAS, the City of Wildwood contracted with Fred M. Schiavone Construction, Inc. (hereinafter Contractor) pursuant to Resolution No. 348-8-24 for services associated with the Boardwalk Rehabilitation Project Phase VI and VII (hereinafter Project), the material provisions of which are incorporated by reference herein; and WHEREAS, the Project Engineer for the City, Colliers Engineering & Design, has recommended Change Order No. 4 for the Project; and WHEREAS, Change Order No. 4 recommends a contract decrease in the amount of One Hundred Twenty Thousand Two Hundred Seventy-Seven and 14/100 ($120,277.14) Dollars as the final change order to adjust for final as-built quantities; and WHEREAS, the original amount of the contract was $4,173,387.01, subsequently modified by Change Orders No. 1, 2 and 3 and this Change Order No. 4 results in a final contract price of $4,824,607.28 representing an overall increase of 15.604% from the original amount; and WHEREAS, the Chief Financial Officer for the City of Wildwood has certified as to the availability of funds; and WHEREAS, the revisions to the contract and this Change Order are necessary in order to complete the project in the most efficient and cost-effective manner for residents of the City of Wildwood. NOW, THEREFORE, BE IT RESOLVED, by the Governing Body of the City of Wildwood, County of Cape May, State of New Jersey as follows: 1.That the provisions of the above preamble of this Resolution are hereby incorporated herein, by this reference, as if set forth at length. 2.That the Contractors contract is hereby modified and amended to reflect the substantive portions of this Change Order No. 4 and to include a decrease in the amount of $120,277.14 3.That all appropriate municipal officials of the City of Wildwood are hereby authorized, empowered, and directed to undertake the necessary actions to further the execution of said Change Order No. 4. 4.That notice of this Resolution shall be published according to law. ADVERTISEMENT BOARDWALK REPLACEMENT, PHASE 1 CITY OF NORTH WILDWOOD Notice is hereby given that sealed bids for the construction of the above referenced project will be received by the Mayor and Council of the City of North Wildwood and opened and read in public at the North Wildwood City Hall Court Room located at 901 Atlantic Avenue, North Wildwood, New Jersey 08260 at 2:00 p.m. prevailing time, on Wednesday, July 23, 2025. Sealed bids shall be submitted to the City Clerk located at 901 Atlantic Avenue, North Wildwood, New Jersey 08260 by 2:00 PM on Wednesday, July 23, 2025. Project Description The Bid includes complete demolition of the existing reinforced concrete and timber boardwalk structure and access ramps and stairs and construction of a new natural hard wood boardwalk including ADA compliant access improvements, timber hardwood piles, timber hardwood framing, timber hardwood decking, aluminum railings, site lighting and electrical improvements, concrete pathways, and all else necessary and incidental to the intended improvements. Bidding Documents may be examined at the office of the City Engineer, Ralph Petrella Jr., Van Note-Harvey, Division of Pennoni, 211 Bayberry Drive, Suite 1-A, Cape May Court House, New Jersey 08210 (herein designated the Issuing Office) or at North Wildwood City Hall. Upon approval of any pending applications for registration, the successful contractor and any subcontractors must submit copies of the approved registration certificates to the owner. SAM registration must be renewed and kept current during the course of the contract. Bidders are required to comply with the subcontractor identification requirements of the Local Public Contract Law (40A:11-16). The successful Bidder must furnish a 100% Performance Bond and 100% Labor and Material Payment Bond in conformity with the requirements of the Contract Documents. The successful Bidder will be required, upon final payment, to furnish a two-year General Maintenance Bond acceptable to the City of North Wildwood, in conformity with the requirements of the Contract Documents. All surety bonds required in connection with the advertisement and award of building contracts or subagreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. Copies of this document may be obtained from the Department. Should the successful Bidder to which this Contract is awarded fail to comply with the above provisions as to the submission of the required bonds, fully execute or to execute the Contract within the time required herein, the Owner may at their sole discretion, declare the successful Bidder in default, and shall be entitled to retain the bid security. The City of North Wildwood reserves the right to reject any bid pursuant to law and all bids may be rejected pursuant to N.J.S.A. 40A:11-13.2. No bid may be withdrawn for a period of sixty (60) days after the date set for the opening thereof. NOTICE OF PENDING BOND ORDINANCE 1463 AND SUMMARY The bond ordinance (1463), the summary terms of which are included herein, was introduced and passed upon first reading at a meeting of the governing body of the Borough of Wildwood Crest, in the County of Cape May, New Jersey, on June 25, 2025. It will be further considered for final passage, after public hearing thereon, at a meeting of the governing body to be held at the Borough Administration Building in said Borough on July 9, 2025 at 9:30 oclock A.M.
