CITY OF WILDWOOD Cape May County, New Jersey RESOLUTION A RESOLUTION AUTHORIZING THE AWARD OF A PROFESSIONAL SERVICES CONTRACT WITH DEBLASIO & ASSOCIATES TO PROVIDE PROFESSIONAL ENGINEERING AND GRANT APPLICATION SERVICES FOR SANITARY SEWER AND WATERMAIN IMPROVEMENTS-PHASE 4 NJ INFRASTRUCTURE BANK APPLICATION - FY2026 CLEAN WATER APPLICATION WHEREAS, the City of Wildwood (the city), has a need to perform various water, sewer and roadway restoration improvements requiring survey, engineering, Grant and regulatory permitting services; and WHEREAS, the City received a proposal from DeBlasio & Associates (hereinafter DeBlasio), annexed hereto and incorporated by reference herein, for Professional Engineering and Grant Application Phase Services for Sanitary Sewer and Watermain Improvements - Phase 4 NJ Infrastructure Bank Application (NJIB) FY2026 Clean Water Application; and WHEREAS, the City has a need to acquire such professional engineering services as a Non-fair and Open Contract pursuant to N.J.S.A. 19:44A-20.5; and WHEREAS, the City desires to enter into a Professional Service Contract with DeBlasio for Professional Engineering and Grant Application Services in connection with the Sanitary Sewer and Watermain Improvements, Phase 4, NJ Infrastructure Bank Application (NJIB) FY2026 Clean Water Application, for an amount not to exceed Seven thousand Dollars and No Cents ($7,000.00); and WHEREAS, the Chief Financial Officer for the City of Wildwood has certified as to the availability of funds; and WHEREAS, it is incumbent upon DeBlasio to submit a Business Entity Disclosure Certification which certifies that the contractor has not made any reportable contributions to a political or candidate committee in the City of Wildwood in the previous one year, and that the contract will prohibit the contractor from making any reportable contributions through the term of the contract. NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of the City of Wildwood, County of Cape May, State of New Jersey as follows: 1. That the provisions of the above preamble of this Resolution are hereby incorporated herein, by this reference, as if set forth at length. 2. That the contract is hereby awarded DeBlasio & Associates of Wildwood, NJ for Professional Engineering and Grant Application Services for Sanitary and watermain Improvements Phase 4 NJ Infrastructure Bank Application FY2026 Clean Water Application in the City of Wildwood, as set forth in the annexed Exhibit A, incorporated by reference herein, for an amount not to exceed Seven Thousand Dollars and No Cents ($7,000.00). 3. Richard (Dick) was born on November 24th, 1931, in Schenectady, NY. Raised in Oneonta NY, he graduated from Milford High School in 1950. He proudly served in the Navy from 1950-1954 during the Korean War. Proficient in Morse Code, Dick was a radio operator on four naval ships, traveling to Korea, Italy, Spain, Germany, Guam, Greenland, and Cuba during his military service. Following his naval time, Dick graduated from Hartwick College in 1957, receiving a Bachelors Degree in Business Administration and later achieving a Masters Degree in Education from SUNY College of New Paltz NY. Dick was married on May 5th, 1956 to Marion Krapowicz in New Canaan CT, eventually settling in Lagrangeville, NY, and raising 3 children. They were married 49 years before her passing in 2005. Dick was an educator for 33 years in Wappingers Falls, New York, retiring in 1995. A popular teacher, he specialized in outdoor education, bringing students beyond the classroom in his yearly education series at the 2,000 acre Sharpe Reservation in Dutchess County, NY. Achieving his masters degree involved a summer long journey with other educators through the lakes and mountains of Canada on foot and by birchbark canoe. Both during and following his retirement, Dick held a NY State realtors license and was an insurance salesman. Dick had a beautiful tenor singing voice and was involved in church choir and a barbershop singing group in Dutchess County NY. In 2002, Dick and Marion moved to Cape May NJ where Richard became active in the Harmonaries barbershop singing group until 2020. Dick was preceded in death by wife Marion in 2005, and daughter, Laurie Kay in 1963. On May 21, 2007, Dick was married to Elizabeth Tomlin of Cape May Court House. They enjoyed 18 years of marriage, traveling to Alaska, Hawaii, Europe, Russia, Canadian Rockies, Americas National Parks, and many river cruises. Dick is survived by his wife Elizabeth Tomlin Safford of Cape May Court House, sons Richard Safford Jr. of Poconos PA, Michael Safford of Winchester VA, daughter Kathleen Safford Joslin and son-in-law Michael Joslin of Chatham MA, beloved nephew Stephen Sandike of Bluffton SC, grandchildren Allysa Safford of Parlin NJ, Ricky Safford of Cape May Court House, Olivia Joslin Felix of NYC, and Matthew Joslin of Chatham MA, in addition to great grandchildren Emily and Abby Romer, and Jasper Safford. In addition, Dick wished to remember the beloved family of his wife Elizabeth Tomlin Safford: sons Michael (deceased) and Cathy, Clarence (deceased) and Carol, Joseph and Kathy, and Jeffrey and Donna; grandchildren Michael Tomlin (Wesley), Meghan Tomlin, C.J. Tomlin (Lisa), Raymond Tomlin (Allycia), Lori Schulte (Paul), Kelly Lasher (Greg), and Tori Tomlin (Erik); and great grandchildren Collins, Colt, and Reese Tomlin, Adriana and Wyatt Tomlin, Riley and Clare Tomlin, P.J. and Maggie Schulte, and Savannah and Austin Lasher. A Celebration of Life service will take place at Radzieta Funeral Home, 9 Hand Avenue, Cape May Court House on Saturday, October 11th with visitation beginning at 1:30pm and service at 2:00pm, followed by a burial service at Seaside Cemetery in Palermo NJ. Annual dog license fee. The annual dog license fee and renewal thereof is hereby fixed at $3.80, not including any fees imposed by the State of New Jersey. Section Two. The portion of Ordinance No. 968, adopted on August 4, 1987, that has been codified at 126-25 of the Code of the City of North Wildwood, is hereby amended so as to henceforth read as follows: 126-25. Definitions. ANIMAL CONTROL AUTHORITY Any person or agency designated or certified by the State of New Jersey to enforce the provisions of this article. OWNER When applied to the proprietorship of a cat, shall include every person having a right of property (or custody) in such cat and every person who has such cat in his/her keeping, or who harbors or maintains a cat or knowingly permits a cat to remain on or about any premises occupied by that person. PERSON Any individual, corporation, partnership, organization, or institution commonly recognized by law as a unit. Section Three. The portion of Ordinance No. 968, adopted on August 4, 1987, that has been codified at 126-26A of the Code of the City of North Wildwood, is hereby amended so as to henceforth read as follows: A.Vaccination requirements. No person shall own, keep, harbor, or maintain any cat over seven months of age within the City of North Wildwood, unless such cat is vaccinated. The provisions of this section do not apply to cats held in a cattery, or those held by a state-or federal-licensed research facility, or a veterinary establishment where cats are received or kept for diagnostic, medical, surgical or other treatments, or licensed animal shelters, pounds, kennels or pet shops. Section Four. The portion of Ordinance No. 968, adopted on August 4, 1987, as amended, that has been codified at 126-27 of the Code of the City of North Wildwood, is hereby repealed in its entirety and 126-27 shall henceforth be designated as Reserved for future use. Section Five. If any portion of this Ordinance is determined to be invalid by a court of competent jurisdiction, that determination shall have no effect upon the remainder of this Ordinance, which shall remain valid and operable. Section Six. All Ordinances or parts of Ordinances inconsistent with this Ordinance, to the extent of such inconsistencies only, be and the same hereby are repealed. Section Seven. Richard (Dick) was born on November 24th, 1931, in Schenectady, NY. Raised in Oneonta NY, he graduated from Milford High School in 1950. He proudly served in the Navy from 1950-1954 during the Korean War. Proficient in Morse Code, Dick was a radio operator on four naval ships, traveling to Korea, Italy, Spain, Germany, Guam, Greenland, and Cuba during his military service. Following his naval time, Dick graduated from Hartwick College in 1957, receiving a Bachelors Degree in Business Administration and later achieving a Masters Degree in Education from SUNY College of New Paltz NY. Dick was married on May 5th, 1956 to Marion Krapowicz in New Canaan CT, eventually settling in Lagrangeville, NY, and raising 3 children. They were married 49 years before her passing in 2005. Dick was an educator for 33 years in Wappingers Falls, New York, retiring in 1995. A popular teacher, he specialized in outdoor education, bringing students beyond the classroom in his yearly education series at the 2,000 acre Sharpe Reservation in Dutchess County, NY. Achieving his masters degree involved a summer long journey with other educators through the lakes and mountains of Canada on foot and by birchbark canoe. Both during and following his retirement, Dick held a NY State realtors license and was an insurance salesman. Dick had a beautiful tenor singing voice and was involved in church choir and a barbershop singing group in Dutchess County NY. In 2002, Dick and Marion moved to Cape May NJ where Richard became active in the Harmonaries barbershop singing group until 2020. Dick was preceded in death by wife Marion in 2005, and daughter, Laurie Kay in 1963. On May 21, 2007, Dick was married to Elizabeth Tomlin of Cape May Court House. They enjoyed 18 years of marriage, traveling to Alaska, Hawaii, Europe, Russia, Canadian Rockies, Americas National Parks, and many river cruises. Dick is survived by his wife Elizabeth Tomlin Safford of Cape May Court House, sons Richard Safford Jr. of Poconos PA, Michael Safford of Winchester VA, daughter Kathleen Safford Joslin and son-in-law Michael Joslin of Chatham MA, beloved nephew Stephen Sandike of Bluffton SC, grandchildren Allysa Safford of Parlin NJ, Ricky Safford of Cape May Court House, Olivia Joslin Felix of NYC, and Matthew Joslin of Chatham MA, in addition to great grandchildren Emily and Abby Romer, and Jasper Safford. In addition, Dick wished to remember the beloved family of his wife Elizabeth Tomlin Safford: sons Michael (deceased) and Cathy, Clarence (deceased) and Carol, Joseph and Kathy, and Jeffrey and Donna; grandchildren Michael Tomlin (Wesley), Meghan Tomlin, C.J. Tomlin (Lisa), Raymond Tomlin (Allycia), Lori Schulte (Paul), Kelly Lasher (Greg), and Tori Tomlin (Erik); and great grandchildren Collins, Colt, and Reese Tomlin, Adriana and Wyatt Tomlin, Riley and Clare Tomlin, P.J. and Maggie Schulte, and Savannah and Austin Lasher.
