ADVERTISEMENT BOARDWALK REPLACEMENT, PHASE 2 LUMBER PROCUREMENT CONTRACT CITY OF NORTH WILDWOOD Notice is hereby given that sealed bids for the construction of the above referenced project will be received by the Mayor and Council of the City of North Wildwood and opened and read in public at the North Wildwood City Hall Court Room located at 901 Atlantic Avenue, North Wildwood, New Jersey 08260 at 2:00 p.m. prevailing time, on Wednesday, December 17, 2025. Sealed bids shall be submitted to the City Clerk located at 901 Atlantic Avenue, North Wildwood, New Jersey 08260 by 2:00 PM on Wednesday, December 17, 2025. Financial assistance for this activity is made possible by a grant in the amount of $10,259,827 from the New Jersey Department of Community Affairs, Division of Community Resources, New Jersey Small Cities Community Development Block Grant (CDBG) Program, Philip D. Murphy, Governor of the State of New Jersey, and Jacquelyn A. Suarez Commissioner of the New Jersey Department of Community Affairs. Funding for the States CDBG Program was provided by a grant from the United States Department of Housing and Urban Development, State Community Development Block Grant Program. Minority and women-owned businesses are encouraged to submit proposals. Project Description This is strictly a lumber procurement, storage and delivery contract for various dimensions and lengths of Greenheart timber piles, girders, joists and blocking and Cumaru decking, treads and risers. Work under this contract shall include furnishing lumber materials required to replace the Boardwalk, as well as various access ramps and stairs, at 18th Avenue and between 20th and 23rd Avenues, in the City of North Wildwood as detailed in the contract documents. In addition, the successful bidder will be required to store the lumber materials for extended periods of time and to deliver said materials as requested by the Owner. It shall be understood there will be storage and delivery requirements over an extended period of time that is anticipated to potentially stretch through calendar year 2028. Bidding Documents may be examined at the office of the City Engineer, Ralph Petrella Jr., Van Note Harvey, Division of Pennoni, 211 Bayberry Drive, Suite 1-A, Cape May Court House, New Jersey 08210 (herein designated the Issuing Office) or at North Wildwood City Hall. Copies of Bidding Documents may be obtained only from the Issuing Office, upon the presentation of the name and mailing address of the interested party and the payment of a non-refundable charge of $100.00 for reproduction, processing and overnight delivery costs. Checks shall be made payable to Pennoni. All bids must be accompanied by bid security. The bid security shall be in the form of a certified check, cashiers check, or bid bond executed by the principal and surety company attorney in fact and witnessed and attested to with the power of attorney attached, in the amount of 10% of the amount of the bid but not to exceed $20,000.00 and made payable to the City of North Wildwood. In addition to the certified check, cashiers check or bid bond as bid security, each bid must be accompanied by a Consent of Surety of a surety company licensed to do business in the State of New Jersey and acceptable to the City of North Wildwood that in event of an award of a Contract to the Bidder, said surety will furnish the required bonds in the sum of the full amount of the bid as set forth and as required herein. All bids must be accompanied by a copy of the Vendors/Contractors and all sub-vendors/subcontractors registration certificates or applications for registration through the Federal System for Award Management (SAM). Upon approval of any pending applications for registration, the successful contractor and any subcontractors must submit copies of the approved registration certificates to the owner. SAM registration must be renewed and kept current during the course of the contract. Bidders are required to comply with the subcontractor identification requirements of the Local Public Contract Law (40A:11-16). The successful Bidder must furnish a 100% Performance Bond and 100% Labor and Material Payment Bond in conformity with the requirements of the Contract Documents. Should the successful Bidder to which this Contract is awarded fail to comply with the above provisions as to the submission of the required bonds, fully execute or to execute the Contract within the time required herein, the Owner may at their sole discretion, declare the successful Bidder in default, and shall be entitled to retain the bid security. Bidders are required to comply with the applicable requirements of New Jersey P.L. 1975, C.127 (N.J.A.C. 17:27), Public Works Contractor Registration Act (PWCRA) P.L. 1999, C.238-N.J.S.A. 34:11-56.48 et seq, Affirmative Action; P.L. 1963, C.150, Prevailing Wage Act; P.L. 1975 C.33, Disclosure of Interests, as amended and supplemented, and P.L. 2004, c.57 concerning Business Registration of Public Contractors. The successful Bidder will be required to comply with all provisions of Executive Order 11246 of September 24, 1965, and all of the rules, regulations, and relevant orders of the Secretary of Labor. The City of North Wildwood is exempt from the payment of sales tax and use taxes in accordance with N.J.S.A. 54:32B-8 and N.J.S.A. 54:32B-9. The City of North Wildwood reserves the right to reject any bid pursuant to law and all bids may be rejected pursuant to N.J.S.A. 40A:11-13.2. No bid may be withdrawn for a period of sixty (60) days after the date set for the opening thereof. Each proposal or bid must be submitted in accordance with the terms of the aforesaid specifications and must be made on standard proposal forms contained in the specifications.
