ORDINANCE NO. 1-2025 MIDDLE TOWNSHIP WATER DISTRICT NO. 1 CAPE MAY COUNTY, NEW JERSEY AN ORDINANCE FURTHER AMENDING ORDINANCE NO. 1-2011 ENTITLED AN ORDINANCE TO REGULATE THE OPERATION OF MIDDLE TOWNSHIP WATER DISTRICT NO. 1 CAPE MAY COUNTY, NEW JERSEY; ESTABLISHING RULES, REGULATIONS AND STANDARDS GOVERNING THE PROVISION OF SERVICES AND SALE OF WATER TO CONSUMERS CONNECTED OR TO BE CONNECTED WITH THE WATER MAINS OF THE WATER DISTRICT; IMPOSING PENALTIES FOR VIOLATIONS THEREOF; AND REVISING AND SUPERCEDING PRIOR ORDINANCES INCLUDING BUT NOT LIMITED TO Ord. 1-2024, 1-2022, 1-2015, 1-2014, 1-2011, 3-2008, 8-2001, 4-1972, 6-1989, and 1-1963, BE IT ORDAINED by the Board of Commissioners of Middle Township Water District No. 1 of the Township of Middle, County of Cape May and State of New Jersey, as follows: Section I. Ordinance No. 1-2011, Section Ill Rules and Regulations are amended as follows: Subsection H, Paragraph (1), Permanent Discontinuance. Permanent discontinuance of service to any premises will be affected by the District upon receipt of a written request from the owner or owners along with payment, in advance, of a discontinuance fee of Fifteen Hundred ($1,500.00) Dollars to cover the Districts expenses. The District shall remove the meter, if any, and service will be turned off at the curb stop or the water main. After permanent discontinuance of service, service cannot be resumed unless a reconnection fee of $6,000.00 is paid for residential water service and $9,000.00 for commercial water service. This change is for voluntary shut-off requests only. Shut off or turn on of water due to customer requests, or leaks at the property will be Two Hundred ($200.00) Dollars during the hours of 8:00am to 4:00pm. Outside of normal business hours that rate will be Three Hundred and Fifty Dollars ($350.00). This Ordinance No. 1-2025 shall take effect in the time and manner as prescribed by law. CITY OF WILDWOOD Cape May County, New Jersey RESOLUTION RESOLUTION AMENDING CONTRACT WITH TRINITY CODE FOR BUILDING PLUMBING AND ELECTRICAL SERVICES WHEREAS, Resolution No. 236-6-23, approved on June 8, 2023 authorized a contract with Trinity Code for on-site inspections for building, plumbing, and electrical protection services for a (3) three-year term with three (3) one-year options at the sole and absolute discretion of the Board of Commissioners of the City of Wildwood; and WHEREAS, the Board of Commissioners desires to amend the contract with Trinity Code and increase the amount of the contract from Eight Hundred and Nineteen Thousand ($819,000) Dollars to Eight Hundred and Twenty-Nine Thousand ($829,000) Dollars; and WHEREAS, the Chief Financial Officer of the City of Wildwood has certified the availability of funds. CITY OF WILDWOOD Cape May County, New Jersey RESOLUTION A RESOLUTION AUTHORIZING THE AWARD OF A NON-FAIR AND OPEN CONTRACT TO GRR CONSULTING SERVICES, LLC FOR CONSULTING AND ADVISORY PROFESSIONAL SERVICES WHEREAS, Edmund Grant is the principal of GRR Consulting Services, LLC, (hereinafter GRR) of Cape May, New Jersey; WHEREAS, GRR has been previously retained by the City to provide operational and administrative consulting services and has demonstrated extensive experience in the areas of municipal administration, local government affairs, coordinating agency activities, multiparty municipal litigation, and municipal finance; and WHEREAS, the Board of Commissioners wishes to enter into a new agreement with GRR for professional consulting and advisory services with respect to GRRs specialized expertise and proven reputation at the local and County level concerning labor and contract negotiations, shared services and interlocal agreements with the County and other municipalities, and multiparty litigation involving the City, local governmental units and federal and state agencies as a non-fair and open contract pursuant to Pay to Play laws, N.J.S.A. 19:44A-20.4 et seq as the services needed by the City in this regard, and the level of confidentiality required to competently perform the same, do not permit the formulation of precise specifications; and WHEREAS, the total value of the agreement with GRR Consulting Services, LLC will exceed $17,500.00; and WHEREAS, GRR Consulting Services, LLC has completed and submitted a Business Entity Disclosure Certification which certifies that said entity has not made any reportable contributions to a political or candidate committee in the City of Wildwood in the previous one year, and that the contract will prohibit it from making any reportable contributions for the term of the contract; and WHEREAS, the services to be provided by GRR are extraordinary and unspecified services that are specialized and qualitative in nature and require expertise, extensive training, a proven reputation and a high degree of confidentiality and trust as set forth herein; and WHEREAS, N.J.S.A. 40A:11-5(a) permits the award of a contract for professional services and extraordinary and unspecified services without public advertising and bidding. NOW, THEREFORE BE IT RESOLVED, by the Board of Commissioners of the City of Wildwood, County of Cape May, State of New Jersey as follows: 1.That the provisions of the above preamble of this Resolution are hereby incorporated herein, by this reference, as if set forth at length. 2.That the City is hereby authorized to enter into an agreement with GRR Consulting Services, LLC, for a term of two (2) months with an option to extend for an additional two (2) months as necessary to address the scope of the of the contract in an amount not to exceed Twenty-Five Thousand ($25,000.00) Dollars, said figure representing the potential expenditure for the initial and additional term as contemplated herein, and that the appropriate City officials are hereby authorized to sign any and all documents in furtherance of the same. 3.That the Business Disclosure Entity Certification and Determination of Value provided by GRR Consulting Services, LLC shall be placed on file, together with this Resolution. 4.That the Mayor and City Clerk are hereby authorized and directed to execute the contract on behalf of the City, and to take all other actions necessary to effectuate the purpose thereof. Krise Services, LLC; and WHEREAS, the City has reviewed said bids and determined that Anzelone Electrical Company, LLC submitted the lowest responsible bid, annexed hereto and incorporated by reference herein, as determined by the aggregate rate of services and the parts markup to be charged to the City under the contract; and WHEREAS, the City wishes to award the Electrical Services contract to Anzelone Electrical Company, LLC for the remainder of the 2025 calendar year and continuing through December 31, 2026 with two (2) one (1) year options to renew subject to the availability and appropriation of sufficient funds annually; and WHEREAS, the CFO has certified as to the availability of funds.
